Update Message on USAID’s Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) Task Order 3 for Family Planning and Reproductive Health (Project Close Out) and Task Order 1 for HIV/AIDS (Scope Change)

At a time when the global family planning and reproductive health community needs to act quickly to ensure continued access to family planning (FP) supplies for women, girls, and their families, having the correct information is essential to support decision-making and action. The purpose of this communication is to:

  • build-upon and update the previous communication dated 27 April, 2025,
  • provide the community with clear and up-to-date information on the status of GHSC-PSM task orders (TO1 and TO3),
  • and share potential resulting implications

Here are two important messages you need to know:

1. While the deadline for closing out awards under GHSC-PSM Family Planning Task Order 3 was communicated as May 15th, 2025, some work to close out activities continues on a case-by-case basis.

  • Global and country-based GHSC-PSM staff are still working on elements of close-out under TO3 related to product divestiture.
  • If you are waiting for final approval from USAID to transfer custody of products, continue to proactively and urgently reach out and work with your activity manager to finalize product disposition approvals as soon as possible, as the opportunity to do so could end at any point.
  • Distribution of USAID-procured commodities is allowed to take place as soon as the product is under government or non-GHSC-PSM custody. Once custody has been transferred, the distribution plan timing is no longer linked to the close-out timeline and you can manage it independently.   

2. Procurement of condoms is no longer in scope under GHSC-PSM Task Order 1 (HIV/AIDS).  USAID/GHSC-PSM will no longer fund the purchase of condoms and personal lubricants.

  • Requisitions, orders, and shipments for condoms supported by USAID / GHSC-PSM will be impacted by the termination of TO3 and the change of scope of TO1.  Contact your GHSC-PSM country director for more information.
    • Requisitions and unshipped condom orders funded by USAID have been cancelled.
    • The impact on in-transit shipments will depend on where the product is in the supply chain. 
    • It is possible that the shipment will not be delivered to its intended destination. 
    • It is also possible that the shipment may have arrived, but the goods need to transfer ownership to the government before they can be distributed. 
  • Continue to share accurate and up-to-date FP supply data, including for condoms and personal lubricants, through current channels – the VAN, VAN CPG, and procurers. Access to updated order, shipment, inventory and supply planning data is critical to coordinate with global procurers and international suppliers for smooth delivery.
