At a time when the global family planning and reproductive health community needs to act quickly to ensure continued access to family planning (FP) supplies for women, girls, and their families, having the correct information is essential to support decision-making and action. The purpose of this communication is to provide the community with clear and up-to-date information on the status of GHSC-PSM TO3 and share potential resulting implications to support governments, programs, and partners with planning.
Here are three important messages you need to know:
1. The US Agency for International Development (USAID) GHSC-PSM Family Planning Task Order 3 (TO3) was officially terminated on March 14, 2025, following the temporary stop work order.
- Global and country-based GHSC-PSM staff are working to close out awards under TO3 by May 15th, 2025.
 - GHSC-PSM Task Order 1 (HIV/AIDS) and Task Order 2 (Malaria) were reinstated.
 - GHSC-PSM project and field offices may remain to support work on HIV and malaria, however they will no longer be working on family planning.
 
2. Family planning products procured by GHSC-PSM under TO3 that have arrived in-country and are in your Central Medical Store (warehouses owned by government) could be considered under government custody and available for you to distribute.
- If products have already arrived in your Central Medical Store (owned by government), it could be considered under government custody and available for you to distribute if you have a partner. You can confirm this with your PSM country director if you have not already done so.
 - Continue to share accurate and up-to-date FP supply data through current channels – the VAN, VAN CPG, and procurers. Access to updated order, shipment, inventory and supply planning data is critical to coordinate with global procurers and international suppliers for smooth delivery.
 - Requisitions, orders, and shipments for FP commodities and supplies supported by USAID / GHSC-PSM will be impacted by the termination of TO3. Contact your PSM country director for more information.
 - Requisitions and unshipped orders funded by USAID will be cancelled. 
- The impact on in-transit shipments will depend on where the product is in the supply chain.
 - It is possible that the shipment will not be delivered to its intended destination.
 - It is also possible that the shipment may have arrived, but the goods need to transfer ownership to the government before they can be distributed.
 
 
3. The Quantification Analytics Tool (QAT) remains active and accessible to users at this moment. With the termination of TO3, the use of QAT for family planning will likely no longer be funded by the US government in the future.
- QAT is currently active and accessible to all users. The software remains fully operational and available for all users’ supply planning and forecasting needs at the current moment.
 - The PSM team is hosting and diligently maintaining the software, ensuring everything runs seamlessly. The helpdesk is actively monitoring for any bugs and master data requests. 
- User Transition Support: If you need to transition programs to new users, simply complete the user request form and submit it as a helpdesk ticket.
 - The QAT Learning Resource Hub and Supply Plan Viewer eLearning training remain available.
 
 - QAT is a tool for country-led forecasting and supply planning that was supported under TO3 for family planning products. In the case that QAT for family planning is no longer funded by the US government, partners are looking at options to maintain the tool as a single, unified instance.
 - If you are not interested in using QAT for supply planning, there are alternative options to ensure your data can continue to come to the VAN. Please contact your VAN analyst for support.
