Comprehensive Financing Tool
The Comprehensive Financing Tool (CFT) equips country-level decision-makers and advocates with resources to fund reproductive health supplies more efficiently and effectively. Through an interactive dashboard, the CFT improves visibility into global financing and co-financing mechanisms as well as opportunities to improve domestic financing. The full tool is anticipated in November 2026.

While the full CFT will not be available until November 2026, users can access two critical milestones that will inform the development of the final tool: (1) an Excel-based Mapping of Global Financing and Co-Financing Mechanisms, which can be used for reproductive health supplies, and (2) the Financing Navigation Guide, which provides practical guidance for navigating the mapping and leveraging of multiple mechanisms simultaneously.
The full CFT will be an online, interactive tool that enables country-level decision-makers to improve financing for reproductive health supplies (inclusive of family planning, maternal and neonatal health, safe abortion, and menstrual health). The CFT will map a set of enabling factors (using both auto-populated data as well as country inputs) to strategic options for domestic resource mobilization while also aggregating details on global financing and co-financing mechanisms to help fill gaps in RH supplies financing. The final tool will also be supplemented by a suite of advocacy resources, a Financing Flows Mapping Methodology, and recommendations for the best way to leverage multiple financing mechanisms simultaneously.
The two milestone deliverables that we have made available now – the Excel-based Mapping of Global Financing and Co-Financing Mechanisms and the Financing Navigation Guide – are interim deliverables in the development of the full CFT. They are being shared in an offline format, but will be fully integrated into the CFT for the final version. These milestones are being shared ahead of the finalization of the CFT due to high demand from the reproductive health community.
The CFT—including these two milestones—was developed in partnership with Results for Development. This work was also overseen by a multisectoral Technical Advisory Group to ensure a wide range of expertise and perspective were included from across the community.
Mapping of Global Mechanisms
The Excel-based Mapping of Global Financing and Co-Financing Mechanisms is a critical resource in ensuring that country-level decision-makers know the range of global mechanisms available to fund reproductive health supplies. This milestone in the development of the CFT includes a comprehensive mapping, navigable by country, of all global financing and co-financing mechanisms that can be used to fund reproductive health supplies (inclusive of neonatal supplies). The mapping aggregates all relevant details for each mechanism in one easy-to-navigate resource, including:
- A description of the financing or co-financing mechanism
- Details on subnational eligibility
- Details on prioritized and excluded commodities
- Duration of the funding mechanism and length of individual country contracts
- Country minimum and maximum amounts, where relevant
- Details on the application process
- Details on how the funds can be utilized
- Terms of the funds
- Any requirements on the procurement processes or terms
- Requirements on monitoring and reporting
- Current country utilization
Financing Navigation Guide
The corresponding Financing Navigation Guide provides practical, country-focused guidance on how to interpret, navigate, and optimize global financing and co-financing mechanisms for funding the procurement of reproductive health commodities. To do this, the Financing Navigation Guide:
- Complements the Mapping of Global Financing and Co-Financing Mechanisms by translating technical information into actionable insights, jointly forming the first component of the CFT.
- Provides a set of guiding questions organized around three core considerations: commodity scope, time horizon and administrative burden, and domestic co-financing requirements.
- Offers practical considerations for stacking and sequencing multiple financing and co-financing mechanisms, encouraging decision-makers to build from existing financing agreements and prioritizing value for money.
- Includes snapshots of country use for selected mechanisms, documenting early success stories, where available.
