New DFID Programme. FP2020: Monitoring and Accountability at Country Level

19th December 2013

To ensure the commitments made at the 2012 Summit on Family Planning are met, the UK Department for International Development (DFID) is developing a programme to strengthen monitoring and accountability for FP2020 at two levels, with global and country level components. This will inform wider accountability processes of the UN Secretary General’s Global Strategy for Women’s and Children’s Health and the independent Expert Review Group. The UN Foundation will host the global component (managed by the FP2020 Task Team).

In early 2014, DFID intends to run an OJEU competition to appoint a civil society-led consortium to deliver the country component. The consortium will support national and local accountability mechanisms to accelerate the full implementation of countries’ commitments. Civil society coalitions will independently monitor governments’ progress and ensure that programming respects and promotes the human rights of all women and girls. Furthermore, they will build capacity for stakeholders and others to unite in advocating for meeting the commitments.

Supplier Engagement Session

DFID intends to run a Supplier Engagement session on 9 January 2014 (14:30-16:30 GMT at 22 Whitehall, London, with a dial in facility).  The purpose is to share with potential suppliers our vision for this programme, receive market feedback on our plans, and to answer questions prior to the competition.  The session will include a presentation, and a full write-up of the question and answer session will be available following the event.

Market Consultation

DFID is also inviting organisations to submit responses to a series of questions regarding certain aspects of the programme, including achievable results and the optimum delivery model for this work.  Please refer to the consultation document on DFID’s portal and upload your response no later than 14:00 GMT 17th January.

If you wish to view the documents, and/or take part in the supplier engagement session or consultation:

Please use DFID’s supplier portal to register your interest in this opportunity, access the full suite of documents, respond to the consultation exercise, or confirm your attendance at the Suppliers’ session (using the ‘raise a clarification’ function).

If you are not already registered, please register on DFID’s supplier portal, by visiting https://supplierportal.dfid.gov.uk/selfservice/ and clicking on “Register”.  Then search for project reference 6554.  For more information, download guidance for suppliers on using the portal, at https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/214142/DFID-Portal-guidance.pdf.
