The work of the Reproductive Health Supplies Coalition is guided by a Strategic Plan that frames the Coalition’s vision, goals and objectives over the period 2007–2015. Adopted in August 2007, the Plan builds on common understandings reached during the Coalition’s initial years, but supplements them with a detailed blueprint for action, for tracking progress and for clarifying the roles and responsibilities of Coalition members and structures.
The Plan makes explicit the values, principles, and assumptions that inform the Coalition’s work. It underscores, for example, the principle of equitable access to supplies, especially among the poor and marginalized. It reaffirms the Coalition’s commitment to broad method choice and the inextricable link between supply security and the status of women. And lastly, the Plan underscores the principle of country leadership in identifying long-term solutions to the supply challenge.
The Plan also acknowledges key assumptions. It notes, for example, that the Coalition is not the only actor in the supplies arena and that its success rests on the contributions and mutual accountability of all its members. It highlights the fact that supply security serves the "total market" of people’s needs. And finally, it recognizes that supply security, though critical, is not sufficient to ensure quality reproductive health (RH) care services. Ensuring quality RH services requires appropriate training, service delivery, client education, and health promotion.
At the core of the Strategic Plan are three broad goals that encompass all the focus areas, objectives, and indicators from which all Coalition activities derive. These goals consist of the following:
- Increase the availability, predictability, and sustainability of financing for RH supplies
- Strengthen the capacity of health systems to deliver RH supplies in a sustainable manner
- Assure the added value of the Coalition as a productive and sustainable global partnership through support for efficiency, advocacy, and innovation
